Obama says he will not negotiate with Congress on debt ceiling
WASHINGTON (Reuters) - President Barack Obama warned Republicans in Congress on Monday that he will not negotiate over an extension of the U.S. debt ceiling as part of a budget battle that will soon dominate Washington, with a deadline fast approaching.
Pivoting to domestic policy after devoting weeks to the crisis in Syria, Obama scolded his political opponents for threatening a government shutdown and attempting to attach conditions to funding the budget for the 2014 fiscal year that begins October 1.
"Let's stop the threats. Let's stop the political posturing, let's keep our government open. Let's pay our bills on time. Let's pass a budget," Obama said.
Republican leaders were prepared to extend government funding at the 2013 $988 billion annual level that went into effect as a result of across-the-board cuts called sequestration. The White House signaled last week it could live with a short-term extension at that level, even though the president wants to reverse the sequester cuts.

Scuze me...but the 4th Branch of Government is the permanent, unelected bureaucracy which enables the Executive Branch to make laws via regulation, and to bypass Congress.
Again Constitutionally the President has no say in how the Budget is drafted. All he does is recommend one and either sign what Congress gives him or vetoes it. The House creates the Budget and the Senate either confirms it or disputes it. If the dispute it a committee is formed to work out the differences.
What has happened the last 3 years has been the Senate refusing to do their job they won't even send to committee the budget bills submitted by the House.
All the house does is plays games by writing up ridiculous bills like completely defending the affordable care act, medicare, mediacaid, and trying to give more handouts to their corporate cronies.
If the GOP was actually serious about having a balanced budget, they could slash the crap out of the military spending, and close tax loopholes that let their cronies dodge taxes.
The proper response from the Senate is to change what they disagree with and send it back to the House for Compromise committee. The Senate has refused to do their job for 5 years now. The Democrats are the problem.

If ANYONE was serious about balancing the budget. .they would eliminate Obamacare, welfare, and all entitlements on the corporate and the private side.. they would close loopholes and institute a flat tax system and get the ~45% that are not paying taxes to pay equal shares in taxes.. they would cut other spending ACROSS THE BOARD and not just in the military

We did have a budget, just like we do every year. If there wasn't one, the nation would stop running. You are just parroting right wing BS.
the U.S. House of Representatives has repeatedly passed budget resolutions. It's just that the Democratic-controlled Senate has failed to approve a budget, any budget, in more than three years.
In 2011 and 2012, the Republican-controlled House did in fact pass a budget. However, it takes both houses of Congress to enact a budget. By law, each house is required to pass its own version of the budget, and then they must work out their differences through a conference committee in order to pass a final version.
Since 2009, the Democratic-controlled Senate has failed to pass a budget (although it looks like they may do so this year). Without the Senates cooperation, Congress as a whole has been unable to fulfill its constitutional duty to produce a budget for the past three years. Its also worth noting that the Democratic-controlled House failed to pass a budget in 2010. One would think 2010 would have been an easy year to pass a budget, as Democrats controlled both houses of Congress, but alas, that was an election year in which ObamaCare was already a contentious sticking point.

You are either amazingly stupid or a liar.... The Senate has NOT sent the bills to committee to discuss and change, the Senate has NOT sent the changed bills back to the House and formed a Compromise committee. Reid has simply trashed the bills.
