The real unemployment rate is near 12%.
The labor participation rate dropped to a 36 year low.
A record 92.6 Million Americans are not in labor force.

THe AP reported:
U.S. employers added 248,000 jobs in September, a burst of hiring that helped drive down the unemployment rate to 5.9 percent, the lowest since July 2008.
The Labor Department report Friday also showed that employers added a combined 69,000 more jobs in July and August than the government had previously estimated.
The unemployment rate fell from 6.1 percent in August and is now close to 5.5 percent, which many economists consider a healthy level. The lower rate, combined with the surge in hiring, could ratchet up pressure on the Federal Reserve to raise its benchmark interest rate earlier than expected. Most economists have predicted that the Fed would start raising rates in mid-2015.
The improved figures come after President Barack Obama touted his administration’s economic achievements in a speech Thursday.

Zero Hedge added: “So the next time Obama asks you if you are better off now than 6 years ago show him this chart of the employment to population ratio: it speaks volumes.”

But the president appoints the heads of those departments, YES?

Sort of. I'm not sure about the Director of the BEA, but the BLS Commissioner and the Director of the Census are appointed by the President BUT not necessarily the sitting President.

The BLS Comissioner is appointed to a 4 year term which until now did not correspond to the Presidential cycle. For example: In January 2008, President Bush appointed Dr. Keith Hall as Commissioner, and Dr. Hall remained Commissioner until his term ended in January 2012 (3 years into Obama's first term). Jack Galvin, a career civil servant, was acting Commissioner until January 2013 when Obama appointed Dr. Erica Groshen. The BLS term is supposed to be from mid-term to mid-term but has been thrown off by Bush taking over a year to replace Kathleen Utgoff and Obama taking over a year to replace Keith Hall.

The Director of the Census Bureau serves a 5 year term.

So, while the heads are Presidential appointees (except maybe BEA), their terms are independent of the President.
