Reading further after a grace period if a plan is considered "not qualified" then the comissioner or then they cease to become healthcare plans. In other words. they are no longer covered and must find another plan, and a whole lot of cases that means another Doctor. So your assertions are not correct. This bill has but one aim and that is to establish a "govt. plan" that eventually end up leading to Single payer universale healthcare circumnavigating the constitution. Im sorry if the bill conflicts with what you have been told , but the truth is, that if you and others who advocate this wish it, then perhaps you need to go to your respective states and advocate it there , rather than try to advocate something that govt. is clearly not empowered under the constitution to do.
