The military budget should use a very simple formula, the civilian authority should tell the military exactly what they are expected to do. Then the military tells them exactly what they need to do it. Then the civilian authority writes a check.

That being said, are there ways to give the military what they need and still reduce the cost considerably, you bet your ass there is. The military procurement system needs to be scraped and a completely new system put in place. We are currently using rules, the majority of which were written in the early 20th century, that don't work today to get quality equipment and materials in the most effective manner. I worked as a purchasing officer for a school the Army built overseas, you wouldn't believe the waste that was built into the system. I'll give you one example, masonry sand. We inspected the available supply coming from a fresh water river and it was quite adequate for our purposes, we were quoted $3.00 a cubic yard. By the time the contracting guys finished piling on all the conditions and specifications on the vendor, the price we actually payed was $35.00 per cubic yard. Don't blame the military for this, they have to do things according to the procurement procedure laws prescribed by congress.
