Looks are deceiving, Saigon. I know it's improved lately but in Kuala Lumpur, I've seen squatter cities and scores of beggars outside the compounds of the ultra-rich. Much like the scene in parts of Mexico City. And Amsterdam with its hordes of American and British druggies.

Looks can be deceiving, but anyone who steps off the plane in a city like Kuala Lumpur will find themselves is a safe, beautiful and prosperous city. Also a city with open bars and a lot of women without veils.

The same could be said of Istanbul & Dakar, and to some extent of Jakarta (not that beautiful!), Amman or Tunis. These are all cities you can walk around safely and do whatever you want to do.
