Its a few years off from obtaining public approval, but paying unmarried 15, 16, and 17 years old girls not to have children is the only real hope for rotting cities like Detroit and Chicago, and other blighted places around the country.

The experiment would have to be commenced with some trials in places like Chicago and Detroit, and maybe Jackson, Ms. or Birmingham, Al.

It would be strictly voluntary. You go to the poorest zip codes, or rather, the ones with the highest unmarried teenage birth rates, and you sign up whoever will volunteer...and then you have them come by for a pregnancy test every two months. If they are not pregnant, they get a check.

The amount paid would have to be calculated to get a fair percentage of the area population of young girls to volunteer...but the outlay would avoid the huge cost of taking care of the babes when born, which is inevitably shouldered by the taxpayer. Its like the old oil change commercial....pay me now, or pay me later.

The first complaint would be that it would operate disproportionately on Black people, but, except in Bizzarro-Liberal World, it would, in fact, be a blessing to those very people who are the poorest equipped to raise the children which would otherwise be born.

Its time something was done to save America.

I expect this plan would result in the abortion rate skyrocketing in these areas.

Brilliant. We are already paying them TO have kids. Ahh, why not just complete the double play and pay them NOT to have kids.
What makes the liberal mind go tick tock is a fuckin mystery.

You won't get much support for this from conservatives around here,

in fact, most conservatives on this site think that poor black women are not having enough children;

in fact, conservatives here think that even so much as allowing black women to choose abortion amounts to

genocide of the black race in America.

There should never be a program that pays people not to have kids. That amounts to bribery and can also be construed as a racist attempt at population control to put it bluntly. If you want to spend money on educational programs for these "at risk" girls then I'm all for it.

So you finally admit to favoring what the founder of Planned Parenthood, Margaret Sanger, had in mind all along?

The extinction of the Black Race and other 'undesirables'.

"The most merciful thing that a family does to one of its infant members is to kill it."
Margaret Sanger, Founder of Planned Parenthood

"Birth control must lead ultimately to a cleaner race."
Margaret Sanger, Founder of Planned Parenthood

"We should hire three or four colored ministers, preferably with social-service backgrounds, and with engaging personalities. The most successful educational approach to the Negro is through a religious appeal. We don't want the word to go out that we want to exterminate the Negro population…"
Margaret Sanger, Founder of Planned Parenthood

"Eugenic sterilization is an urgent need ... We must prevent multiplication of this bad stock."
Margaret Sanger, Founder of Planned Parenthood

"Eugenics is … the most adequate and thorough avenue to the solution of racial, political and social problems.
Margaret Sanger, Founder of Planned Parenthood

"Birth control itself, often denounced as a violation of natural law, is nothing more or less than the facilitation of the process of weeding out the unfit, of preventing the birth of defectives or of those who will become defectives."
Margaret Sanger, Founder of Planned Parenthood

"The unbalance between the birth rate of the 'unfit' and the 'fit,' [is] the greatest present menace to civilization… the most urgent problem today is how to limit and discourage the over-fertility of the mentally and physically defective."
Margaret Sanger, Founder of Planned Parenthood

"The campaign for birth control is not merely of eugenic value, but is practically identical with the final aims of eugenics."
Margaret Sanger, Founder of Planned Parenthood

"Our failure to segregate morons who are increasing and multiplying… a dead weight of human waste… an ever-increasing, unceasingly spawning class of human beings who never should have been born at all."
Margaret Sanger, Founder of Planned Parenthood

"The undeniably feeble-minded should, indeed, not only be discouraged but prevented from propagating their kind."
Margaret Sanger, Founder of Planned Parenthood

"The procreation of [the diseased, the feeble-minded and paupers] should be stopped."
Margaret Sanger, Founder of Planned Parenthood

"The marriage bed is the most degenerative influence in the social order..."
Margaret Sanger, Founder of Planned Parenthood

"[Our objective is] unlimited sexual gratification without the burden of unwanted children..."
Margaret Sanger, Founder of Planned Parenthood

"[Mandatory] sterilization for [the insane and feeble-minded] is the answer."
Margaret Sanger, Founder of Planned Parenthood

"Give dysgenic groups [people with 'bad genes'] in our population their choice of segregation or [compulsory] sterilization."
Margaret Sanger, Founder of Planned Parenthood

Margaret Sanger, Founder of Planned Parenthood, proposed the American Baby Code that states, "No woman shall have the legal right to bear a child… without a permit for parenthood".

Margaret Sanger, Founder of Planned Parenthood, proposed the Population Congress with the aim, "...to give certain dysgenic groups in our population their choice of segregation or sterilization."

"As we celebrate the 100th birthday of Margaret Sanger, our outrageous and our courageous leader, we will probably find a number of areas in which we may find more about Margaret Sanger than we thought we wanted to know..."
Faye Wattleton, Past-president of Planned Parenthood

How is it my responsibility to pay people not to have children?

If people choose through their carelessness to have children as teenagers, they need to grow up and take care of those children. Why we are treating teenagers as children is beyond me. As if somehow they become mature responsible people at age 18. Our modern society is the only society in the history of the world that has treated people differently as teenagers. There is no reason they can't work.

We coddle teenagers and then wonder why the heck people act like children until their thirties and beyond. If they are old enough to engage in adult activities, we should treat them as adults. So why don't we? Because we've arbitrarily determined that anyone under 18 isn't an adult?

The more we shield people from the realities of the world. The less they are going to function as productive members of society.

I agree with part of your post but wanted to address the above. The world is no longer simple. It is known that the human mind does not physically mature until a person is in their 20's. Our bodies are maturing at a much faster rate while our minds do not attain the level of maturity needed to cope with this world until probably our 30's. Their needs to be some education to fill in the gap between those time periods.

You seem to be assuming that a pregnant unmarried 15 year old in South Chicago is headed toward being "a productive member of society."

It ain't happening out there in Obama's World.

They are having 5 babs by 5 different fathers, and you are paying to raise them.

.

This is just a natural progression of a culture that is continually lowering standards.

Pay kids not to have kids, give kids "participation medals" just for showing up, avoid hurting kids' "feelings", reward them for things they should be doing anyway. Standards & expectations are just too mean for us now.

The decay continues.

It is a physiological fact the brains of humans are not fully developed until they are an adult. Teenagers have nascent judgement centers and are literally incapable of making adult decisions. That's why we have statutory rape laws and such. A child is incapable of wholly comprehending the future consequences of their actions today due to the nature of the physical construct of their growing brains.

We cannot base our laws for adulthood on a select few, but must base them on the abilities and maturity level of the aggregate.

Teenagers were treated differently in the past because life was nasty, brutish, and short. And "differently" does not mean "better". Many children were forced to marry much older men, and still are in some parts of the world.

Agree on the decay. (47 percent of Detroit residents are functionally illiterate. Did Liberals learn anything at all from Detroit?)

But, paying 15-17 kids not to have children is far far cheaper than raising the kids they have. It is action that would help save the future of this country. We can't afford the continued expansion of the Welfare State.

How many descendants of Lyndon Johnson's first generation of Welfare Queens are there, and what do you think they are doing?

Education is indeed the key to many of our societal problems.

Thats putting a bandaid on the symptom instead of fixing the problem. You cant pay people enough to make it stick and the only thing they learn is to ask for more money.

Even better idea, stop paying the little sluts for spitting out ghetto rats like an M60 on full auto!!!

I agree. Let em work and support themselves an all the little bambino's they produce and stop giving them somebody elses hard earned money.

At that age they are the responsibility of THEY'RE PARENTS. not the taxpayers of America.

Delicately stated.

Would you let them starve. The Liberals will tell you many would.

Who cares? She's dead. Eugenics was mostly a conservative initiative in the early 19th century. Sanger was a conservative.
