Of course it was a waste for the most part. The first round of PPP didn't require that you had any COVID related losses. You just had to turn over your books and you got the forgivable loan for any amount you wanted that matched your payroll, utilities, and rent. As long as you spent that money as normal on payroll, utilities, etc, your loan was forgiven i.e. you got the free booster payments. I didn't do it for my businesses however because 1) I didn't need it and 2) No way in hell I was going to turn over my complete set of books to anybody, let alone Uncle Sam or their proxy. There is a lot more information in those accounting data files than just what appears on your screen.
