Payments to keep someone quiet during the election in coordination with and at the direction of the candidate is a violation of election laws because it was not reported. Had Trump reported and declared the contribution, it would have been legal. How serious it is depends on whether it was intentional or it was simply a clerical mistake. Frankly, I think it's crazy to think that the Pussy Grabber had any attention of reporting the payoff to a porn star as a campaign expense and the funds as a contribution.
