They can be accepted as "normal" in the broad spectrum of humanity - but once they act on it, it's no longer "normal", it's crime. People can fantasize about rape - and in fact there is a realm of porn and fantasy literature devoted to it and other weird stuff. But as long as you never act on rape it doesn't matter what you fantasize.
