I stand corrected, they yearly is more of a tradition than a requirement, however the point stands the Speaker of the House can't prevent the President from speaking at the House.
Sure she can. She can't prevent him from speaking to the nation, nothing requires that she allow him to speak on the floor of the House. Just like she can't be admitted to the Oval Office without his permission.
He can speak from the Oval Office, live on TV, and sent a copy of the video to Congress. Or he can send a report in writing.
