A public drinking fountain on PUBLIC property is there for the use of the public.

A drinking fountain placed on mall grounds is there for the people who are using the mall.

A fountain in a mall isn't quite the same thing as a fountain on public property. If you are not allowed into the mall (banned for some reason or you aren't in compliance with their rules, i.e. no shirt, no shoes, no service), then you don't have the right to walk into the mall simply for using the drinking fountain.

The concept of multiple "gods" doesn't even make logical sense. By definition, God is the Supreme or ultimate reality... THE highest power. God is the uncaused (eternal) First Cause. You don't have multiple first causes, that is illogical and self-defeating.
