Apparently Biden believes Putin is bluffing about using nuclear weapons if Russia faces an existential threat.

At one time, Joe was likely aware of how the US has used Ukraine as a staging area for its covert war against the USSR and Russia for the last 80 years, and he certainly should recall his role in the 2014 coup:
