As the OP points out some of them refused to come forward with the money. It's just the idea that there were people out there willing to pay others to try and destroy a presidential candidate.

Most likely for three reasons.
1) As the report says, the rich Dem failed to get anyone to accuse Trump of harassment. You cannot sue for what didn't happen.
2) The women who have accused Trump of harassment independently of that rich Dem asshole are correct and Trump doesn't want this data being dragged into the light.
3) Trump uses threats of lawsuits more than actually suing since a threat is both cheap and effective.

In the NYT article that you clearly didn't read, it say, "In November, the Trump-backing social media agitator Mike Cernovich offered to pay $10,000 for details of any congressional sexual harassment settlements, and said on Twitter that he would cover the expenses of “any VICTIM of a Congressman who wants to come forward to tell her story.” Shortly before posting that offer, a source provided Mr. Cernovich with a copy of a sexual harassment settlement that led in December to the resignation of Representative John Conyers Jr., Democrat of Michigan, until then the longest-serving member of the House."

Cernovich didn't specify the party affiliation he was after, so, no, he wasn't paying for someone to accuse a Dim. It just happened to be a Dim.
