Many of those sanctions were put in place with Executive Orders and the new legislation will strip Trump of the power to repeal those EO's.

The Legislative branch cannot "restrict and repeal" a President's authority, at least not with the President himself signing that bill.

Good luck with that, even if they had enough for a veto override, SCOTUS would promptly throw it out. The President sets foreign policy, with Congressional approval, not the other way around.
