Robbing the elderly a hate crime

By this logic isn't it a hate crime to say rob a white person because you think they're better off or have more many than say blacks?

Since so many victimizers of the elderly are black, it won't be a hate crime. Crimes against the elderly will be crimes of opportunity.

Couldn't read the article, but there was a big flap a long time ago about telephone sales calls disadvantaging the elderly who were not "up on technology" and didn't understand identity theft... I believe we made some legal changes, though I can't recall exactly. I suppose this would be the modern "evolution" of the same "protective" ideology...
