That is not a kind statement to write; it is a valid question.

It's not so much that it was "allowed" but I think when they saw it didn't pose a threat to anyone, they simply allowed it to fall into the sea.

Now, if wartime conditions were in place, and we were at DEFCON 2 or 3, I'm pretty sure the response would have been much different.

It was a test missile, and they shot it off to test it's capabilities. Just because it landed in the sea DOES NOT mean that the missile failed. Were YOU in on the test when it happened? Do you know the original parameters assigned? Do you know if the missile met them or not? If not, STFU, because you are talking about something you know nothing about.
