Laws don't apply to anyone but conservatives, and activity that is not against Laws on the books may at some points be considered illegal, depending upon the political expediency.

For example, Arizona tried to implement Federal immigration laws on immigration under Obama and defy his attempt to ignore illegal immigration. That is not legal and was stopped after Obama sued them. However, states like California can defy the Federal government to implement the immigration laws under Trump. That is perfectly acceptable, even though it defies the laws on the books.
