Reagan started a lifeline program that cost 5 dollars a month and provided the poor with a way to make emergency calls. By the time Bush got to office most people had cell phones. The lifeline program was to give the poor access to emergency services. Obama's phone program was as many phones as you could carry with the class of poor so vastly expanded that anyone breathing could get them.
