Parents are not allowed to opt their kids out of this program. If the kid asks for a condom, he or she gets it.
Prison Planet.com » San Fran schools approve condoms for 11-year-olds, eliminate parent opt out
feb 26 2016 SAN FRANCISCO – All San Francisco middle school students now have easy access to condoms, whether or not their parents want them to have them.
The San Francisco Unified School District became the third in California – after Oakland and Los Angeles – to give away condoms to middle schoolers when board members unanimously approved the decision at a meeting Tuesday night, NBC Bay Area reports.
SFUSD safety and wellness director Kevon Gogin said the decision is based on a survey of sixth through eighth grade students that showed about 5 percent are sexually active and 3 percent use condoms. The move also eliminates an existing provision to school policy that allowed parents to opt their children out of the condom availability program, according to ABC 10.
Students as young as 11 years old can now simply ask a school employee for condoms and receive a rubber without issue.
So, a kid has to know what a condom is in order to be able to ask for one. There's a first thing. How many 11 year olds know what a condom is? If they do know, then chances are they're hanging around with other kids (or adults) who are telling them stuff about sex.
Now, where I grew up a 13 year old ran away with her boyfriend and then it turned out she was pregnant. Had free condoms been available I'm sure they wouldn't have used them, but there's a chance, and it would have been a chance for a positive change.
The reality is that young kids are exposed to sex at an early age, not by schools, but by society. There's also the fact that some kids just feel it, they know about it, they become sexual at the age of 11, 12, 13, some do, some don't.
Allowing them to protect themselves from HIV and other diseases is a positive thing.
But I guess conservatives think differently. They think if you can get a condom, you'll have sex. Not, if you want sex you'll have sex regardless of whether you can get a condom or not.

US teenage pregnancy rates are higher than other western countries. Like nearly 10 times that of Switzerland.

California has a "Significantly lower than the US rate. Conservative states are more likely to have higher than the rate.

Compare to a map of the 2012 presidential election. Almost the same. Kind of says that conservatives are more likely to have teenage sex, kind of suggests what they're doing it about it isn't working very well. Europe has more liberal safe sex programs and has lower teenage pregnancies, Democrats are more likely to have more liberal safe sex programs and lower teenage pregnancies.

The South has the highest rates of Chlamydia with Mississippi showing it has Chhlaamyydiia on the brain.
Alaska has the second highest rate, along with the highest rape rate (mainly because they are pro-gun and everyone can get a gun to defend themselves from rape, oh, wait, no, theirs is five times higher than NY).
You get the feeling conservative policy isn't what is best for the people, but what some people have decided before looking at the statistics and facts etc.
Education is knowledge. Knowledge is power. Why do people want to take power away from the people?
