Their economies are totally dependent upon their fossil fuel sales. It is a business decision by the oil companies, not government. They can make more money refining it, and selling it for use in PLASTICS, and other products that require petroleum products. Most petroleum goes to plastics, not energy, but refined oil is the money maker. Gasoline, plastic products, etc.
