I would guess it's because only 17 transcripts were included in the House Report. OE says it was a 'briefing'(intel), rather than witness testimony. I don't know that technically, but OE is reliable. At any rate, unless it's classified, Ratcliffe is free to show it to us. If it is classified, we won't know if Ratcliffe is lying about it or not.

Maybe it's simply because they weren't issued by the house at all. And that's the whole point in a nutshell. The speaker isn't the house nor are individual committees. They are merely of the house. It takes the entire house voting and approving before sopenas are legitimate and even then they'd have to go to court if executive privilege comes into play.
