Um. Nope. In fact, no one even talked about making them for deployment until the 1980's, and then realized it was a terrible idea when the Europeans objected to being the place where they might be used.

It was also mockingly called the "Capitalist Bomb", as it killed people and left property standing, but even that wasn't accurate, because the property would be rendered unusable.
