Should a dangerously mental ill person be confined to a gun-free zone?

I'm thinking of a mental hospital in which even the guards only are allowed non-lethal weapons such as tasers, pepper spray, etc. As soon as a person commit a violent act, that is attributable to mental illness, should they be locked up for life and given humane treatments?

That's what they do in Europe, which is why Europe rarely has mass shootings.

The inherent problem with this sort of reasoning is failure to realize the government could then create the rules for defining: mental illness or violent act. Our government and their assorted myrmidon servants regularly commit great acts of violence; who has the authority to hold them responsible? No, doing this sort of thing is a terrible idea. The American people already kiss the government's feet. We dare not give them even more power to define further excuses to rob us of our rights and freedoms.
