Both betrayed the trust of the government while working in some very sensitive areas. Both put on display how really seriously the government has hid information about what they are up.

There has never been anything like this in terms of the speed of referral of a crime report to the Justice Department. Normally this kind of thing takes weeks and weeks.
The former U.S. intelligence officers, though, compared Snowden with William Hamilton Martin and Bernon F. Mitchell, two NSA cryptologists who defected to the Soviet Union on June 25, 1960. Both held a press conference at the time where they disclosed U.S. spying programs from Moscow. An NSA assessment of that defection a few years later called it the worst intelligence breach in the history of the NSAa mark that may have just been passed.

Why I view Snowden worse than Manning:
Manning had a "troubled" past, as can be seen even in the Wikipedia link below. It seems he should have NEVER been given a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and/or allowed access to any classified information. Manning's superiors knew he had problems, but allowed him the clearance anyway. Also, as I understand, Julian Assange / Wikileaks acted as a buffer and made considerable effort to "filter" Manning's classified information before being released to the public. If true, I give Julian Assange much credit for that.

Snowden, on the other hand, apparently has no history of a "troubled" past, and was apparently driven by ideology - possibly libertarian ideology. Snowden acted with a sane/cool head, and is also apparently much less naive than Manning. Snowden seemingly understood the full weight of what he was doing.

Snowden will go down in history as one of America's most consequential whistleblowers, alongside Daniel Ellsberg and Bradley Manning. He is responsible for handing over material from one of the world's most secretive organisations the NSA.
In a note accompanying the first set of documents he provided, he wrote: "I understand that I will be made to suffer for my actions," but "I will be satisfied if the federation of secret law, unequal pardon and irresistible executive powers that rule the world that I love are revealed even for an instant."
