Not only would more tax be collected but the savings realized by cutting the size of the IRS would result in a huge savings.

A single filer earning 50K a year would pay in $8600 or 17.2% of his income.

But 14% of 21,600,000 is 3,024,000.
And 30% of 2,600,000 is 780,000. (assuming all of Newt's is "earned income")

On that basis Mitt pays 390% more taxes than Newt, and Mitt's earnings come from risking capital, which is money put to work creating new jobs, and importantly, new Tax payers to support the financial system in their turn.

I just want to dispel a misconception that seems to be in play here;
The federal government does not pay for education, at any level.

Grades K through 12 are paid for by the mechanism of local property taxes. Higher ed is paid for by individuals seeking that higher education. It is considered prudent for localities to have all citizens pay for the education of children so that they are sufficiently educated to earn a living, and become property owners so that they in turn pay taxes on their property to educate someone elses children. Children that are not sufficiently educated grow to be adults who, without the capacity to earn, turn to crime, putting at risk the whole community.

The federal governments role in education has been to set standards and create conformity of those standareds across the country. It's role in that regard has been to undermine local units that actually do educate their children through their local schools.

OK, first, the capital gains tax being lower than ordinary rates isn’t a “fairness” issue, no matter how much the left would like to paint it as such. The reason capital gains rates should be less than ordinary rates is because capital gains are VOLUNTARY. Let me explain. You have$2 million worth of Apple stock for which you paid $1 million, and thus an unrealized gain of $1 million. Let’s say you have another investment in mind that you think will do better in the future than Apple given the massive run up in price, so you want to sell your stock and buy some other stock (or real estate, or whatever). Today your capital gain would be $1 million and you would pay $150,000 in taxes on that gain. If your analysis indicates your new investment will exceed the Apple investment by more than that 15%, you will enter into that transaction. Now assume that same deal costs you 35%, or $350,000. That other investment has to be a whole lot better before you will part with that much cash in tax, so you don’t sell, hoping that either a.) holding it indefinitely will work out better than the tax penalty, or b.) conservatives finally regain control and reduce the rate back to 15%. Net result: tax revenue to the government goes down by $150,000, and you no longer have a taxpayer with $1 million in taxable income (thereby one less statistic to vent your envious rage against). Increases in capital gains rates CAN BE EXPECTED to result in lower revenues, and vice versa, and history has shown this to be true.

You can also avoid buying dividend stocks in favor of growth stocks that pay no dividends if the tax rate is raised, and again there is no taxable income (and no revenue). Unfortunately, those dividend-paying stocks tend to be the largest companies that employ the most people; raising their cost of capital might not be a growth strategy.

The “1,470 taxpayers with $1 million in income but paid no tax” issue; this should be revised to “paid no US tax”; this has nothing to do with rates. The only way a taxpayer could have $1,000,000 of adjusted gross income and pay -0- tax is through the use of foreign tax credits; I can’t imagine someone having enough itemized deductions and general business credits to zero out an AGI that large. Our government has entered into treaties with foreign governments around the world to prevent “double taxation”, where a US citizen living and earning income in the UK, for instance, wouldn’t have to pay 40% tax there and then 35% on the same income in the US. You see, all US citizens must file a tax return and report their worldwide income, and then they get credit for the taxes paid to the foreign country. Wait, you say; the US is losing money this way! No, because a UK citizen who lives and earns income in the US for a specified minimum period of the year pays US taxes under the same treaty (it’s why sometimes foreign golfers, notably Greg Norman, complained that they couldn’t play all of the tournaments in the US because they would be in the country too many days in the year and would then be subject to our income taxes).

Before you throw out the current system in favor of some “feel good, get the rich” strategy, you should at least be aware of the unintended consequences caused by changing a complex law that has arisen over decades. Some of the incentives in the law actually make sense.
