US Secret Service is supposed to investigate every overt threat made against the President. Wording of this particular one though, choice of words seems well thought out to avoid any criminal liability. He didn't propose assassinating, killing, or murdering the President but rather "executing" him. Execution implies trial and legal finding of guilt. So I'm more inclined to believe this remark was specially crafted to be used publicly than some hick just shooting his mouth off.
