House Minority Whip Steve Scalise (R-La) told ABC's "This Week" host George Stephanopoulos that Trump had a legal requirement to ensure that Ukrainian President Volodymyr Zelensky was rooting out corruption before Trump could legally send foreign aid to Ukraine. Rep. Scalise said the National Defense Authorization Act passed last year requires the president to certify a country is rooting out corruption before the president can send taxpayer money to that country.

"Well, first of all on that call [President Trump] was not talking about the 2020 election or political opponents, he was talking about corruption relating to the 2016 elections. By the way, when Russia tried to interfere, George, when Russia tried to interfere with our election, it was Barack Obama who was president, not Donald Trump. President Trump has a legal requirement to ensure that the country given foreign aid, in this case Ukraine, is taking steps to root out corruption. And he and President Zelensky talked about that. Zelensky, in fact, was asked, did he think it was inappropriate, was there pressure put on him, and President Zelensky said he wasn't pressured. And he got the money ultimately. He got the money."

Rep. Scalise says Trump's conversation with Ukrainian President Zelensky was not about Trump's 2020 political rivals, but about the past actions of former Vice President Joe Biden. Biden has admitted to pressuring the Ukrainian government into firing a prosecutor that was investigating Burisma, a company that Hunter Biden, Joe Biden's son, served as board member. Hunter Biden lacked the experience for the board position, but nevertheless drew a monthly salary of $50,000 or more. Rep. Scalise says it was these actions of former Vice President Joe Biden that Trump had a legal obligation to discuss with Zelensky.

"It wasn't about the 2020 election, it was about what had happened prior in 2016, corruption in Ukraine. And again, the law requires the President to certify that a country before they get foreign aid is actually taking steps to root out corruption. [Speaker Pelosi] voted for that. [Chairman Adam Schiff] voted for that. I would imagine Eliot Engel voted for that. But at the end of the day, the President was talking to Zelensky about rooting out corruption. And Zelensky himself said there was nothing wrong with the call. He wasn't pressured. And he got the money. He actually got the taxpayer money."

Of course it did. And that is the whole joke behind the entire thing that will come out in the hearings. Another total fail by the Left. Trump: guilty of impeachment for obeying the law. Now it is clear that the Left Wing only represent total anarchy.

"Rooting out corruption" isn't asking for investigations events which occurred in the USA (Crowdstrike) on 2016, and of political leaders from a foreign country, who were in power three years ago. How do either of these investigations by Zelensky bear any relationship to the current state of corruption in the Ukraine?

Dragonlady, the attack on our democracy by the Democrats (and Deep State Republicans) is still ongoing. And by the way, are you alleging there is a statute of limitations of TREASON! Sorry, Dragonlady, all the international and domestic corruption specific to attack on our 2016 election and the subsequent coup attempt on our President leads back to Hussaine Obama and Crooked Hillary and John McCain, in addition to other idiots like Joe Biden and the fake intelligence agencies. Obama and Crooked Hillary must stand trial.

The bottom line is that the law requires Trump to ensure, before the money is sent, that the money will be used for its intended purpose. Trump has evidence that the Ukraine was corrupt, look at the $83,000 a month Hunter Biden got, why did Crowdstrike get the dem's hacked server instead of the FBI? Was the Soros organization involved in the Ukraine? Let Barr do his job. Trump wanted Zelelskiy to work with Barr according to the current law.

No, I'm not talking about the statute of limitations. You say it's up to the President to determine whether there is ONGOING corruption in the Ukraine before providing foreign aid. Trump didn't ask Zelensky, who was just elected and hadn't even been inaugurated, to investigate events from YEARS AGO, that has nothing to do with the CURRENT situation in the Ukraine.

Furthermore, Trump has done NOTHING about corruption in other countries, except for asking China to investigate the Biden's. If Trump was concerned about corruption abroad, why is he negotiating with the Chinese? Trump hasn't given a rat's ass about corruption, and he pulled Yovanovich precisely BECAUSE she was investigating corruption in the Ukraine. Of course she was investigation REAL corrruption, not some conspiracy theory Trump picked up from the dark web.

The difference between Biden's firing of the prosecutor is that Biden didn't wake up and decide to do this on his own. Biden didn't make the decision at all. The decision to take this action was made by NATO, the International Monetary Fund, the European Union, and the Obama Administration, acting in concert. Biden was the "messenger" who these entities SENT to the Ukraine to have the prosecutor removed. And it's important to note that Hunter Biden was NOT under investigation when Joe Biden was sent to the Ukraine to get rid of the prosecutor.

Trump's ask involved no American security interests and was done without the consent of Congress, and was so toxic that his staff tried to bury the evidence where no one would find it.

What Trump's lickspittle failed to mention is that Trump did not ask about corruption in Ukraine. Instead, he asked about an imaginary DNC server and non-existent dirt on Joe Biden. Comrade Donald was asking for a favor for his own personal political gain. And THAT is the very definition of corruption.

All caught up now?

And you are an idiot....see how that works!

Who else was mentioned that he wanted investigated?

Who offered over a billion bribe as an inducement to get the Ukraine not to look into the ongoing money laundering?

You have it backwards, Frank. The billion dollars in aid was withheld because the prosecutor was NOT INVESTIGATING BURISMA FOR MONEY LAUNDERING, and the Obama Administration wanted that prosecution to go forward.

You've just shot yourself in the foot on that one. Biden went to the Ukraine to as the Ukrainians to investigate the owner of the company his son was working for. Now it's possible that Hunter Biden was hired by this guy in the hopes that this would prevent his case from going forward, because he was already under investigation when Biden was hired. If anything, Biden's firing of the prosecutor in this case proves he wasn't acting corruptly.

Believe Schiff's version, that's awesome.

Again, praise be to Allah that Biden shined a million watt lamp on the DC culture of payola, extortion, bribery and money laundering

Obviously the bullet turned Scalise's brain to mush. Asking a foreign country to investigate a political rival has nothing to do with rooting out corruption. The prosecutor was not investigating Burisma as the investigation has been closed. There is not one scintilla of evidence that Hunter Biden did anything. Getting paid $50,000 a month to sit on the board is not a crime. He had no legal obligation as there is no DOJ investigation and no investigation in Ukraine.

A top Defense Department official certified to congressional committees on May 23 that Ukraine had made sufficient progress on anti-corruption efforts to merit the security funds. The Pentagon announced the $250 million aid package June 18.

That’s how it typically works. But, on Trump’s orders, the White House informed the Pentagon on July 18 that Ukraine’s aid was being frozen, and didn’t release the funds until Sept. 11, weeks before the deadline.

Rooting out corruption in Ukraine is a security issue for the United States and Western allies: Anti-corruption reforms check Russian influence, and economic reforms facilitate more ties with Western nations. The $250 million aid package included funds for counter-artillery radar and secure-communication equipment, tactical vehicles and ambulances, sniper rifles, grenade launchers and ammunition, and military training. The White House also froze a separate $141 million aid package through the State Department. And the Trump administration has been seeking budget cuts for U.S. programs that combat corruption in Ukraine.

If you think that Trump was obligated to ask Ukraine about the Biden's- then of course you must agree that Trump is derelict of his duty by not asking Ukraine to investigate Paul Manafort- or anyone else.

I guess we should be impeaching Trump for being derelict in his duty to not ask Ukraine to investigate Paul Manafort.

Yeah- that is the big hole- well one of the very big holes in this "Trump was only trying to end corruption in Ukraine'- the fact that his administration has been pushing budget cuts on programs to end corruption in Ukraine.

That and the odd coincidence that the only persons Trump thinks are corrupt in Ukraine happened to have the same name as his political opponent.

Oh is this where they shift from, "Nothing happened" to "Ok, something happened, but there's nothing wrong with it"

Well Trump and his Trumpetteers don't care about the facts- not when they can just smear his political opponent.

Remember- Trump made a secret call to the Ukrainian President to ask for this investigation.
And then had his minion's insist on his behalf that the Ukrainian President himself make a public announcement of the investigation.

Trump was setting this all up for a public announcement of an investigation into Biden- that Trump would not be linked to.

Imagine if Obama had publicly announced the FBI investigation into possible collusion between Russia and the Trump campaign- and then offered in defense that he was obligated by law to tell voters about the investigation.

He only cared about a public announcement of investigations so he call sell the same shit to the same stupid shits who bought it last time. He knows exactly what they want to buy. After the election we'd never hear another peep.
