Or we could just keep dangerous people locked up instead of giving them a pass, as was the case with this shooter and most others.

We already lock up 2 million people, and the reason why this kid wasn't locked up was because we need those jail cells for people who did something more serious than "fighting in school" or "Being a dumbass on facebook".

We need more prisons and mental hospitals for crazies.

We lock up 2 million people already at a cost of $90 billion a year.

The problem is, you can't lock them up until AFTER they do something bad.
