You admit that you can't drive it on public roads, but if you have a heart attack in a Wal-Mart they will take you to the ER of a public hospital, where the taxpayers will have to pay for your treatment at the highest costs possible in our system. And no protestations from you at the Wal-Mart will prevent you from being taken there. Wal-Mart has a responsibility to not let you die in their store.
