His way of showing them that he will support their bigoted ideas, and keeping them engaged. This was pseudo taken care of but I equate Gay rights with Race Rights. We have a tendency to ignore both. If one is left up to the states, the other must also be left up to the states. Or neither shall be left up to the states. You can't have it both ways.

You do not have to get a new motorcycle license when you cross state lines, but your marriage license is not recognized

States are not delegated the power to deny human rights just because they are states. They keep trying but they keep getting "corrected" by the federal government

the big hang-up is this pesky thing called the 14th amendment...

each state that attempts to exclude gays from the privileges of marital status conveyed by state laws, is actually violating the equal protection clause and stands to be challenged on the federal level...

because marriage laws are state laws, that process begins with "leaving it up to the states" and ends with such inequality being constitutionally challenged state by state. ted cruz understands this, but it's pandering season and he needs to solidify the ignorant emotional base.
