That has always been the case--getting a 1099 if you made more than $600. The only thing new is the methods of getting paid--electronic payments.

No. It was and has been $600 since at least 2008 when I had to pay taxes on a few thousand dollars I earned doing a side business.

The previous requirement for these payments was 20K.

The IRS also noted that the existing 1099-K reporting threshold of $20,000 in payments from over 200 transactions will remain in effect.

While the $600 has been delayed (and hopefully done away with) the IRS notes the old rules are still in effect, noted above.

Now there is probably some question about how aggressive the IRS was about going after a $601 payment for temporary or intermittent work. But the $600 threshold is codified in the IRS statement linked.
