So generally speaking an average blue state is paying $8-10k more per employee that a Red State.

Red states have higher poverty than Blue states.
Red States have less tax alright but only by about $2k (tops)...

But lets look at States Most & Least Dependent on the Federal Government.

Lest just park Texas and Alaska revenues which is propped up by oil or gas.. The picture is one of Red State munchers, Welfare queens of states.

This easily covers the tax cuts you have given..

So to recap... Red states are lowering taxes to try and entice companies to come to their states. This while some what successful is being done by asking the federal government to foot the bill..

The Federal Government is letting this happen because if they don't the Red states will become a type of third world states in the US. At no point are the RED states saying do we want our people to be making a better wage and have better living conditions with a higher quality of life.
So the RED states despite having better working model states in front of them continue to invest in lower taxes and lower regulation while the working model of higher education and services is yielding better results. Maybe in the short term RED states might see a lift but medium-long term the blue states are ahead.

Bit of generality there (Oil and Gas revenue distorts the picture for now) but the facts speak for themselves.
