Look at high paying jobs and the requirements, you'll see problem solving skills, effective communication, technical competency, etc. If you can't do basic math or be able to read you're not going to have those qualifications. Employers are not stupid

Trade schools, cheap and they will prepare one for jobs that pay well, welding, I see they offer IT now, anyone with an ounce of sense would get into robotics, etc etc
