The rules were not recently changed. The Inspector General's office updated a form, and in doing so deleted a paragraph about the importance of reliable, first-hand information, but a) the rules weren't changed, only the form, and b) the whistleblower filed their report before the form was changed anyway.

This all started when some dude named Stephen McIntyre posted a Twitter thread about it:
