Elected officials from both the Democrat and Republican parties have condemned the FBI's announcement of these emails without any details or why they did this. It is obvious it is meant merely as a smear against one party's candidate and representatives from both parties are saying this is something the FBI shouldn't be doing ever let alone right before an election.

A number of FBI personnel are going to lose their jobs over this in the future. It is obviously orchestrated otherwise they would either release anything the found of significance or they wouldn't have announced anything until all the emails had been vetted. They didn't do either of these things and Congressmen want to know why.

Bearing in mind that the FBI is not autonomous from the DOJ, and Lynch will pressure Comey to...as you state...."put up or shut up" which is a possible apology,

He had no choice. The investigation cannot be completed by election day. If he is silent, and damning evidence is found after the election, he would be accused of once again being a Clinton puppet. He had to inform congress that there is another batch of emails to go through.

That said, I don't expect we see this move the polls more than a point or two. Clinton's emails have been talked about at length. Wikileaks is all about this. This story literally has never left the dialogue and for a lot of voters it never ever ended. So it's kinda baked in to the polls right now.
