He was primarily an economist, one of the Austrian school of what we would call free-market libertarians, and his whole thing was opposing socialism at every turn. That's why he tried to redefine the political spectrum by turning it on its side, which was very popular to anti-socialist Cold War sensibilities, but that idea was widely criticized then and still is now.

It's a mistake to base your entire view of fascism on his political ideas. Again, try Paxton. Or Hannah Arendt.
