Yes, the territorial waters of a country are 12 nautical miles (from the point of maximum ebb). International law does not permit the extension of territorial waters beyond 12 nautical miles (22.2 km), however some states have unilaterally established wider territorial waters (for example, Brazil, Peru, Sierra Leone, Uruguay, Ecuador, etc.).

On May 8, the US Coast Guard ship USCG James at first entered the exclusive economic zone of Venezuela. The original course of the American ship was such that the ship crossed a section of the exclusive economic zone of Venezuela* and again went out into neutral waters.

However, on May 9, the ship changed its course and entered the territorial waters of Venezuela, approaching the port of Guaira in the state of Vargas in the north of Venezuela.

*Exclusive economic zone - an area outside the territorial waters and adjacent to it, subject to the special legal regime. Its width may not exceed 200 nautical miles.
