Here is how voluntary governance actually works - don't like the country and it's governing?

The established law is mandatory with force, which implies that it is neither voluntary or anarchic.

What I mean, for example, is that if a group of local citizens and businesses want to collectively put their money together to build a school or council, I would have no problem with that.
