The Talmud doesn't prohibit marriage between cousins, and in fact, it even encourages marriage to a sister's daughter, who is a closer relative. Historically, there have been examples of cousin marriage among Jewish people, with higher rates in some areas than in others:
In 19th century England, 3.5 times more Jewish marriages were between cousins than other religions
In 19th century Lorraine, cousin marriage was twice as common among Jewish people than Roman Catholics and 12 times more common than Protestants
In 2015, Aish.com noted that Jewish law requires people to follow the law of the land, so if cousin marriage is prohibited in a particular location, Jewish people may not marry their cousins there either
