In any election you have but a fraction of the eligible voters being registered voters, and only a fraction of the registered voters actually casting votes. The US has one of the worst voter turnouts, so even Ronald Reagans victory over Walter Mondale only had 54,455,472 people voting for him.

The GOP did not get to obstruct much because Obama was always violating the Constitution and law by refusing to enforce laws and by by-passing Congress to create his own personal treaties, start his own un-authorized wars, arm terrorists, etc...
