They have no legal right to the unredacted report. They have to go to court and make their case as to why they need the unredacted report and get a court order.

It just says Congress is under the same rules as the DOJ, they can't release the info to the public but nowhere does it say they can't legally see it.
They can't see classified materials or grand jury testimony unless they unless they can show in federal court they have a need to see it in order to carry out their enumerated powers.

Impeachment is an enumerated power isn't it? They need to determine if there is evidence, or not, that is being hidden and or obfuscated, to be able to determine if impeachment is the correct course of action.
And as soon as they open a formal impeachment hearing, they will have a legitimate right to send out subpoenas to support it.
