Where problems exist is where governments let people in and leaving them to their own devices with no support networks. If you were dropped off in the middle of Dubai, with no money, no job, and you couldn't speak the language, and you didn't know anyone there, how well would you do? These people, are ending up in shantytowns in their entry cities because there were no plans for housing them, teaching them the local language, or helping them navigate a foreign culture.
