But can a President decide who gets to report on him?

I don't think there's any doubt that Trump may just not hold any press conferences. The question is whether he can revoke credentials of a reporter, and under what circumstances, and then hold future press conferences. Those issues have previously been decided that he needs a really good reason, and he cannot do it arbitrarily so there needs to be a process where the reporter can present his reasons why reovocation is not proper, and there must be an impartial hearing officer. That is, the credential is the reporters property and Trump just can't take it away.
