Trump most certainly implied "DeSanctimonious" is a pedophile. That's what he does.

He can't outright accuse the governor as he would then be wide open to a lawsuit.

Trump must have visibly salivated when he saw that post. This is perfect for him; by retweeting it with a non-committal, fake-questioning "No way?" he could at once promote the idea, and give himself political cover so that if he were called on it, plenty of his acolytes could howl "He was just asking! He wasn't saying it himself!" into the moonlight.

Trump is not a very good executive, but his brilliance lies in being able to tear people down, in just this sort of way. It is exactly his MO, and looking over this thread, it apparently works.
