The graph demonstrates that social security and other programs do indeed work. It has been tried? We're well beyond the trial phase.
The graph demonstrated that poverty among the elders has declined.
Nowhere did it come even close to demonstrating that social security in any sense works. And that's not a surprise, because it doesn't work.

I don't doubt that transferring money from the young and the not wealthy to the old and the wealthy helps the "poor".
