Trump will propose a budget. He isn't going to "cut" anything.

This is true. Only the House of Representatives has that power. Not the President. They were popularly elected last year by historic landslide numbers to check the Trump presidency.

They will be the ones dictating the budget priorities in the next budget, and Trump can sign it, or explain to the majority of America that support the Democratic budget, why he isn't.

At which time we will be 13 months from the election in 2020.
