The only way voters in NC will find out that their mail in vote has been counted if they follow Trump's advice is to go to the polls and vote then wait for a letter from the election commission informing them that they are being investigated for voter fraud. You can not use a provisional ballet because you think the state fucked up and didn't count your mail in ballot. Other states offer a tool to check the status of your mail in ballot. The last time I checked NC did not have one.

Despite all the internet articles about lost mail-in votes, very few votes are lost in general elections. What is fairly common, is votes will be received after the deadline that are postmarked prior to the deadline and thus are not tabulated but that does not mean they are not counted. There will also be ballots received days after the election and in some rare cases even a week or so, but these ballots are still counted if postmarked by the deadline.

In 2016, there were 26 million absentee ballots received by election offices. Of that number about 1.2% (312,000 votes) were never counted because they were mailed after the deadline, had no signature, a signature that could not be matched to registrar records or previous mail in votes., no ballot in envelope, or an unreadable ballot. This 1.2% is considered a voter error. The lost rate for 1st class mail that is properly addressed, which ballots are, fall in the range of .1% to .003% that are not delivered within the post office maximum estimated delivery time. When I moved to Oregon recently, I had to show them my birth certificate and then registration to vote is automatic and all voting is mail-in. Oregon did an exhaustive study after the 2016 elections and found TWO cases of voter fraud in the entire state.
