My solution would probably be along the lines of making it legal. Forcing people who want to use it to use it in a secure place, which of course they have to pay for.

Let people get their highs in a legal way. If it kills them, it kills them, their choice. You can educate them while they're there, they don't need to listen, it's their choice.

If they commit a crime, you'll know where to find them.

The bottom line is, the US is run by the Progs who want to end the death penalty but support things like abortion while addicts die at a rate of about 200 people per day. They also want to keep the borders wide open where many of the drugs come into the country.

Those that do get the death penalty in the US, I hear it costs more to put them to death than to hold them in prison for their entire lives. Pure insanity.
