Well, first off you are paying people for work they did not do. Second, if it is an extended shutdown people will miss paydays and they will not have the extra money to spend doing things like eating out buying things, so those stores and shops will take a hit. That money will never come back, you cannot make up for two weeks of no customers at restaurant or store.
