So Trump's lawyers are in a very tough spot because they don't want Trump to testify and they don't want him to plead the 5th because either way he is likely to end up being impeached and Trump can not use the pardon power in cases of impeachment which is his only hole card to save himself and his kids from Federal charges.

Mueller can still convene a grand jury, and work with the grand jury to decide whether or not enough evidence exists to hand down a formal indictment. This means that regardless of whether Trump sits for an interview with Mueller, or even testifies before a grand jury, he can still be indicted through a grand jury if legally sufficient evidence of Russian collusion is gathered against him.
